Am I missing something about Roster Share/missing rookies?

I try loading shared rosters after downloading, and they are never what is advertised in the descriptions.I'm trying to download updated (offseason/post-draft/post free agency) rosters, and although sometimes, many of the free agents signings or trades are present, the rookies are never on any roster I've downloaded, and I have legit gone through 25-30 rosters that say they contain the 2018 draft rookies on their teams. Is there something wrong with the roster share function or are all of the people just lying in their descriptions? Does anyone know of a good PS3 offseason roster that includes the recently drafted rookies?

Have you been able to find a good 2K18 roster? I've got a 360 2k18 and would love a roster with the newest rookies and transactions. Thanks!
