Unlocked/Custom jerseys in an in-progress Association?

I finally got to the Christmas games in my Association (and beyond now) and was interested in using the Christmas jerseys for my game so I downloaded JaoSming's "Unlock All" settings file. For whatever reason, though, I can't access any of the unlocked jerseys and custom/updated jerseys I've downloaded in my Association but I can see them just fine outside of Association (they have yellow text names to signify them, it seems). Are these only available in Association if you load the settings file and then start a brand new Association?
