    I have 0 points and the offer a scholarship cost 0 but it won’t let me offer any. Why?

      I think you can only offer the available amount instead of unlimited. Which sucks because it causes you to lose a lot of good recruits.

          You have to send a letter of interest before you can offer a scholarship. I think it costs 2 points to send a letter.
