OD User Vs User Error

My brother and I have an OD that we are currently in year 4 of. Every time we have a user vs user match it takes us forever to connect. Every time we send each other an invite, it kicks us out on the screen where you ready up. Neither of us have the tuning update or uniform packs. We are kind of stumped why this is happening. Has anyone else ran into this issue and have a solution for it?
