So we don't need any devices to get rosters? How do we actually get them then? Through Live?

I'm trying to use the EA locker, but it says "An Xbox Live Membership limitation does not allow you to use this feature". I have a gold account. Yes I am sure I have a gold account. I can download or play any game online that I want, including NCAA 09. Is the locker down or something?
