So CPU sliders do NOT effect the CPU?

Okay can someone please clarify this for me. I have read someones post on here that said only the HUMAN sliders affect the game NOT the cpu sliders. So the CPU sliders are to be left on default and the HUMAN sliders are the ones that need to be tweaked in order to make a difference? Is this true? For years I thought that the CPU sliders were for the CPU and the Human sliders were for us. Does this make any sense?

The cpu sliders do nothing period. The human sliders control both the human and cpu.
So if you raise run blocking for the human, you are also raising it for the cpu.
You can still come up with some great sliders by adjusting just the human ones, which control both cpu/human.
