Ratings Question? Any Help is Appreciated.

Pitts 4th string(realistically though the QB job is wide open at pitt and he could wind up higher on the depth chart) QB Greg Cross speed rating on the 360 version is 68, but he is supposed to be a mobile QB. Scout.com has his 40 yard dash time at 4.55, what is an appropriate rating for that 40 time for a QB. Their starter Bill Stull runs like a 4.8 and his rating is like a 62 or 64, so i would assume Cross should recieve a boost. What do you all think? Thanks in advance for the help.

I'm not an expert on this but I'd put him around 76-78
