Confused on the Draft classes

What determines on who gets selected to be on the draft class to go onto madden 11?

I had players who had the best seasons stat wise and they still didn't get selected to be on the draft class, I had players that were the best rating for there position and yet, still had not made it to the draft class.

this is very annoying, is it a random draw on who gets selected?

someone please clear my confusion...
