I don't think you'll get any help with this man.....not that people aren't interested on the PS3 it's just that the amount of work and research is very time consuming.
The players are created by basically using the default rosters and schools that way you can have all the teams created playable in a dynasty mode.
The players that make up the rosters are usually from each schools All-Time Team, All-Century Team or All Decade team. The All decade teams is where you will find most of the younger generation players that can be listed as Fr, Soph's or Jr's since most of them have been out school less than 10 years.
I would say for the major programs you can get their ratings from Madden over the past 6 years which is what i do......that way you aren't really making up ratings your using their actual Madden ratings which are more realistic than their NCAA ratings
For older generation players I like to compaire them to players from todays game that i feel best fit their style of play and or physical makeup.
Example my created version of Mike Singletary is a clone of Ray Lewis (Madden Ratings) or Johnny Rodgers is created using Percy Harvin's ratings as i feel they were similiar type players in college
The draft combine #'s are also used a lot to determine actual player speed. You can either use Madden Speed ratings or a speed chart to determine player speed in relation to their 40 time.

As you'll see JeffHCross uses current college players to recreate his rosters as opposed to NFL players like i utilize but the basic concepts remain the same when compairing players.

Player comparisons are usually found with draft scouting reports or if you just want to look up scouting reports of older players like Andre Wadsworth for example

So you see the work I do is very extensive and detailed.
Takes a lot of patience and time especially since the rosters are like 50+ deep per team. Usually a guy will offer to help me every year but after seeing what actually do they kinda wonder off in about 2-3 weeks..............
But i can tell you at the end of the day when everything is complete the NCAA game that is released by EA is one game. The NCAA game after these edits and teams are created is another game basically because the edits will also fix a few game play issues simply by applying a better ratings system.
