Should I set user and computer the same if I am going to be using these sliders for CPU/CPU games?

Set them both to the CPU values if you're going to use them for CPU/CPU.

what is a 2nd tuner? I am sorry for not knowing this but this is my first NCAA game. I am a coach only player and am trying your sliders but not sure what a tuner is.

Is anyone else having trouble running the ball with these sliders? I can't seem to get anything going. The CPU is having worse luck than I am.

I've played with both Maryland and Kentucky and my leading HB generally averages over 4 YPC. Those are two great HB's, but 4 YPC is about what they average in a simmed season as well.

If the CPU isn't rushing well against you then lower the HUM Run Defense slider. I've had the CPU rush for over 200 yards against me in some games and negative yards in other games.

What team are you using and what are your HB's rated?
