Sliders: Up or Down?

I've read posts from people who are convinced that the sliders actually work contrary to what most people think: that moving them up (50, 55, 60...) is actually hurting the CPU and moving them down (50, 45, 40) is what makes the CPU better. Can anybody confirm this? Have I been using the sliders wrong all along?

They work exactly as you'd expect.

Increasing a slider increases that skill category, decreasing the slider decreases it.
