I had heard 60 seconds... which is true?

You may be right but I don't think there's a situation where you will get 60 seconds between events except for maybe timeouts and challenges.

I'm pretty sure its 60 seconds for the max, but they fade out once the situation ends. so you most likely don't need all 60 seconds.
