I can tell you how, but with the PS3 only.
Take what ever file you're thinking about from your computer and save them onto a USB / Flash drive.
Plug your USB into one of the ports in your PS3. Hit the triangle button on the USB device in the MUSIC section, then select ALL.
Copy the files onto your PS3 from your USB. Use the triangle button as well. Every song that you will eventually save must have their own PLAY-LIST. (I've noticed that if you don't create a play-list the sounds will stop playing altogether during your game after a while.) But do all that once you've copied everything over onto your PS3.
Then once you're finished. Start up the NCAA game and go to MY CUSTOM STADIUM SOUNDS and it's easy from there.
That's pretty much it for the PS3.
