and if they didn't have the bcs rights the playoff would be an option, but since they do have the rights the playoffs are a no go.

And a couple years ago(NCAA 02 I think) they used the actually BCS Standings(sponsored by ABC or something of the like) rather than just calling it the bowl rankings.

I believe the BCS rankings were in NCAA Football 2002 (not sure about 2003). However, after Sega/VC announced its partnership with ESPN, subsequent editions of NCAA referred to them as "Bowl Rankings" due to the BCS' partnership with ABC (ESPN's parent company)...
