That's Desmond Howard. He played in 1991. I believe he won the Heisman that year. That's not the 21 on Mich. right now.

Correct. They went "old school" for the cover this year to promote the new "Race For The Heisman" mode, usuing arguably the most well known version of the famous pose ever photographed.
