Well, I know they are there for cutscenes when a foul is called, etc (Madden 06 had that too), but as far as during actual gameplay, from the videos and pics I have seen, there are no refs during real time...

FIFA does that too, and it works just fine. It does look a little goofy seeing players pass right through the referee, but it's still better than nothing at all...
