I haven't started a dynasty yet, but the spring drills are used in the campus legend mode to earn bonus points to raise the attributes of your player. So no, it's not just a bonus game.

I'm hoping it's like Madden where you can use the drills to raise your players attributes before every season.

You can't use it for dynasty mode, only for the campus legend mode.
