I see the CPU do it all the time, but for the life of me I can't seem to figure it out.

Anybody know how?

Its tough to remember some of those things you do instinctively after a couple years. For the PS2, I think you hit L2 or R2 (not sure about the button) and then the Right analog stick up. Holding the right analog stick in different directions does different stuff as well.

I want to know to, i hate when they showboat into the Zone and I can't lol.

I think when you hit the Y button it does the highstep instead of stiff arm, but only when you are free and clear.

Just don't hit "x" trying to do it. You'll be running your next play from the 3 yard line.
