I'm kinda surprised that they would only have time for one of these options. Take for example in game saves. Development time:
UI
Add "Save Game" to the pause menu: 15 minutes
Add "Continue Game" to dynasty menu: 15 minutes
Logic:
In dynasty figure out if we are half way done with a game when displaying menu: 15 minutes
Write code to save game properly: This could be tough. I assume the outcome of every single play would have to be saved, but I assume this is already in memory. I'd say this should take around 15 hours to properly write.
Write code to load game properly: Assuming you did a good job dumping the data in the previous code example the hard part is going to "replaying" the outcomes to get to the current spot. Because the rules of football are pretty rigid this shouldn't be too tough. I'd say it takes another 15 hours to do properly.
Testing:
This is going to be the hard part. Basically you need to play through many different games saving, quiting and reloading the games over and over again. I assume EA can do some type of automated testing for this because the outcome will be known each time. Load up a game, simulate a random length of the game, save it along with the current state. Reload game and compare state with the state previously saved. This should take another 20 hours.
All in all I think it should take one guy about a week to get a solid "Save Game" feature added. Of course, this assumes that the current code base isn't a complete mess.
