Formation Player Substitutions

I have a question for all who know about this. I am trying to substitute the 2nd string QB, that has a great catching ability, into at the WR position in several different formations, but when I try to substitute him into that position at the formation screen but he never is substituted into that position. I am beginning to think that it has something to do with the depth chart at QB, but I inserted the 4th string QB in his place on the depth chart as the 2nd string QB. Does anyone know what I might try to do to get him substituted into the WR position at the formation screen while playing? I am playing the PS2 version.

Well I can't even find a Formation Player Substitutions option on the 360.

There are no formation subs.

Press X right before you select the play. You'll see the green section at the top of the play calling screen will show the formation, in the bottom left of that box is the option to do formation subs.
