If you want a recruit bad enough spend 6 or 7 hours on him alone. I promise you that he will jump to #1 on your list within a week. I do it all the time.
I was also under the impression that time spent on a recruit only matters if you get a "pitch complete." I could be completely wrong on this, but thats been my rule of thumb.
