CPU Recruiting Logic

Do teams recruit more on a what the team needs basis or do they just recruit the best players available. Because I have seen USC let some 5 star QB's leave the state just because they already have 3, but the three they have suck. So I was just wondering what kind of logic does the CPU use when it recruits???

The title you gave this thread is an oxymoron. lol. CPU and logic, in any fashion, doesn't exist. Especially in recruiting. No sense at all.
