Yeah, this was pre-BCS I believe which is why they probably allowed it. Nowadays, I see no way this happens with the NCAA license in place as the others have mentioned...

No, it wasn't pre-BCS. I believe every NCAA game (with the exception of Bill Walsh Football, College Football USA, and NCAA Football 98) have had the BCS.

If they don't put in a Playoff Option they should at least have a Tournament Mode as one of the game modes available (they could do away with the Mascott games to make room for it if needed LOL). Madden has it, why can't they put it into NCAA?
