i know wake forest has like 4-5,000 students so I assume student body size doesnt necessarily affect it

There are no DII teams in the game, so I have no idea why this is being asked in here.

As far as in real life though, yes they can be moved up, but they have to go through a process that takes multiple years. Happens more in college basketball though than it does in football.
