If you going by initial ranking it would be WKU, if you are going by worst grades it would be Utah State, they are the only team that is a D in Off Def & Ovr

Brother's, in-law was the running back coach there, but was fired the end of last year.

Since they have been in FBS only 2 years, I would guess WKU.

Just FYI, according to the Sagarin Rankings...last year the worst team was the North Texas at 1-11. Dunno if that would intrigue you, I'm not home so I can't check their prestige in the game.
