I know this may be a dumb question, but how do you transfer the draft class from NCAA to Madden? Thanks.

Assuming you have the draft class already saved on your HDD, it should ask you after you've done the pre-season games.

Here's the problem. I can't figure out how to save the NCAA rosters. I thought I had a roster saved, but when I put madden in to import them, it says I don't have a roster file. Real confused right now. Any help would be greatly appreciated.

You have to go through an entire season in Dynasty mode and get to the preseason. Once in preseason, after you see the players leaving and you advance, the game will ask you if you want to save the Draft class. Choose yes, and then you should be good to go.
