Go with 09. It plays a good game of football and I like that the pursuit angles were fixed in that version. 06 is also a lot of fun, as is 04.

you can't go wrong with 04. 06 and 07 are great too.

I only played up to 07 on the ps2 but I liked 06 the best. 07 is a close second but I didn't like the Momentum feature.
