In my first offseason in my Southern Miss dynasty, I personally didn't bother with the 4 or 5 star recruits in the offseason, but I noticed that ARMY picked up a 5 star safety during the off-season recruiting, which kinda shocked me. But as far as user control, I haven't been successful.

I was USF and i was able to receive 2 five star recruits and each one committed after i won a big game i beat UF in OT then Blew out Miami so if you have an ok team but that team plays good teams you can get 5 star
