I play on 360 and I've noticed this too. The only bad passes I see are when I am hitting the QB as he throws (even then, he sometimes gets off good passes). In order to get semi-realistic completion percentages I have to spam the agressive d-line gameplan (which I very cheap, but hey...I dont have many options here) and overpower my pass rush via sliders.
Another issue (which a couple people have mentioned) is the rather obvious boost your CPU opponents get when they are down in the 4th quarter. Just last night I was playing against VT several years into my FCS teambuilder dynasty (they were ranked #7 in the nation at that time). I was unranked but received some votes in the poll. Regardless, they were obviously a better team...but onto the scenario:
My defense held up surprisingly well, even though it was also a product of terrible CPU playcalling. The CPU was using two different RBs who, at the end of the game both had 8+ YPC but under 10 carries each
. Anyways, they're up 17-0 at half.
I get the ball to start the half and return the kickoff for a touchdown after a lucky juke move. We trade possessions until I score again at the beginning of the 4th quarter. 14-17. They're marching down the field and I force a lucky fumble inside my own redzone. I fight my way downfield, converting a few lucky third downs and score with just under 40 seconds left in the game -- 21-17. Two timeouts each team. Up to this point, their QB hasn't done much and I confident I'd be able to defend deep pass.
Anyways, kickoff is returned to the 25 yard line or so. First play, QB throws instantly to a drag route. 5' 11" 180lb receiver breaks tackles by an all-american linebacker and a strong safety -- 20 yard gain and time out. Second play, QB throws instantly to a WR running a quick slant who again breaks tackles by a LB and safety -- 15 yard gain and time out. Around 20-25 seconds to go now. Next play they run 4-verts, but it's covered well so QB dumps it off to the RB while most of my defense is on the other side of the field. The linebacker covering him kindly steps out of the way and he gets to my ~25 yard line before he gets taken down. They spike the ball with about 11 seconds left. Next play, QB throws to a receiver on a 5 yard curl route who breaks FOUR tackles (my best corner, all-american linebacker, strong safety, and free safety) and prances into the endzone with 6 seconds left -- 21-24. Didn't get anywhere on the kick return, so game over.
Sorry for the long winded rant, it was just extremely frustrating and it seemed obvious to me that their team was getting a boost because they were losing when they "shouldn't" have been.
