In recruiting online, how do you know when the recruiting advisor card will be used - where you get twice the amount of points?

Is it random, or how do you know when you will get it, and on which person?

It's random, and it goes to 3 guys that are on your board at the week advance (so it doesn't apply to guys that you add that new week).
