Lightly injured players not resting

So occasionally I get the "This player has a mild injury--rest them, or play them?"

When I select to rest them, I notice they are still in on the next play. I check the injury report, and they are indeed listed there... aside from subbing them out with packages or formation subs or by messing with the depth chart, is there anything I can do to have the "rest the player" option work properly?

I know that the amount of time out is random when resting them and that when the option comes up usually the player has been out already one or more plays.
