It isn't soley based on stats. It will look at record, poll ranks, team prestige, conference prestige... and as has been noticed a bit of a dice roll for upsets. Also, some stats are more important than others... for instance, rushing TDs count more than passing TDs. It also knows about negative stats like fumbles and interceptions.

is it broken just this year, or is it the same as last years game too?

yeah the CPU sim stats are ridiculous. I've seen heisman candidate RB's have their longest run of the season be 20 yards....
