The promise fulfillment board still shows everything as "pending", even though several promises HAVE been fulfilled. So am I kept in suspense until the end of the year? Is the game going to hose me and not give me credit for promises kept?

You'll find out in the offseason. Not everything can be known (most of them in fact) until the end of the season, so you find them all out then.
