My son is running the dynasty on a ps3 at his house. I have created a team in teambuilder, is it possible to use that team in an online dynasty?

yes sirr you can use a TB team in online dynasty

Do I need to be the commissioner of the league to do that? I don't see my teambuilder team available.

Only if you add them in at the beginning. You can't add a TB team to an existing OD.
