Ok, so I see what the problem is now. The position cap is for recruiting only, not for the actual roster (I already understand this is CPU only). So the CPU is limited to signing a max # of players at a position each year (let's say 3 QB's), but that doesn't stop them from signing 3 more the next year and so on. That's why we are still seeing some teams with 10 QB's, or CB's, etc. Having so many players at one position leads to a lack of depth at others (namely linemane).
