So the way I read it, a player with a better 40 time and who can squat more turn out to be better players.

Not to belittle your hard work here (I really am not trying to do that), but isn't that kind of self explanatory? That's why I felt like there was something I was missing in the chart.

Not necessarily, speed and squat equate differently for each position. In the game they will list grades and the chart is designed to allow you to easily convert the data you are observing into a numerical range. For 40, sqt, and bch it will actually give you the rating the player will have for the corresponding attribute (depending upon position with sqt).

nyqua was taking the information found HERE and putting it into a viewer friendly offline format.

In recruiting they will have a grade listed for either attribute. Just take the grade and compare it to the table and you will see what range it corresponds to. If the player has an A for AGL his rating could be anywhere between a 96-94, if it was a B+ it could be anywhere between 91-88. Same goes for ACC.

No, if they run a 4.24 40 time, they will be a 99 speed. If they are a lineman and squat 690 pounds, they will be a 88 in run block or tackle.

If they are a A- in agility, they will be a 92 or 93 in agility. If they are a C+ in pass block, they will be a 76-79 in pass block.

Incorrect. If you're using leopard or snow leopard (or presumably lion) it will open .rar files

winrar won't work on macs. But you can just open the compressed file like any other compressed file.
