Is this really out of bounds?

So I was playing my all-american coach mode dynasty, and my quarterback threw to my receiver who looked to be perfectly in bounds, except one of his feet was out of bounds. I thought that didn't mattered so when the other coach challenged it I laughed and thought, "What a bad challenge." Then the ref came on and said it was overturned and I yelled at my TV. Here's the video, but my question is: was it actually out of bounds or just a glitch?

Out of bounds.

NFL is both feet in
College is only 1 foot, but the inbound foot has to touch the ground first.

He's not perfectly in bounds if he had a foot out of bounds, now was he? Once you are out, you are out, no if's, and's, or but's in this situation.
