And what sucks is you need those values high to ever get the backup substantial carries. It's like you need sliders for each half.
What you could do...only if you want to of course...is go in and edit the players fatigue rating to between 75-80 and then set your auto sub to 80 out and 85 in. That'll get subs in for sure.
I haven't noticed this but I will be keeping my eye open now thanks to the fact my RB is the most important part of my team. Also I don't think the auto-subs are the problem. Mine are around 60-75% most of the time and even on the 75% my RB carries are very lopsided.
