what do they mean by freshman sophomore junior senior? Is it the year in college or high school?

Year in college. You can create Juco players this way.

Or, if a player leaves early & probably shouldn't have left early, you can create him. Never have done that, but I suppose that's an option.

Or, do a Russell Wilson scenario for a guy who left early.

You don't see many Senior Jucos, so I imagine that's one of the reasons why they have that option.
