Depends. Completing contract goals is a way to raise or lower it. But if you don't do coach contracts, your prestige will always be a D+.

Is this true? I'm in a 12 team OD and we turned off coaching contracts. Will every user coach remain at D+ throughout the life time of the dynasty? Doesn't coach prestige effect off season training results? So, no matter how good our teams do, we will always have minimal off season training results for our players?

With contracts off, your progression is based off your teams prestige, not the coaches.

Your still gonna be hammered when it comes to that recruiting pitch though.
