Quick ? on Ratings

Here is a question maybe a dumb one but none the less a question all the same. How come ratings in NCAA never dropped below 40 and in Madden they do?

This I do beleive leads to some dumb Depth Charts edits if the CPU doesn't ever see anything below 40. Well I guess I have one more question as well.

Why does the RBS/RBF PBS/PBF affect the over all grade more than the PB and RB? You can have a low PB/RB with high RBS/RBF/PBF/PBS and still be in the 70's but dropped the ones that matter in just actual game play and they never have a rating above 40. Is it just me being weird or something that should be looked at.

The only thing I can think of is that overall ratings dont affect the sim engine.

The strength and footwork stats are the ones used in gameplay, IIRC.

That is what has been stated here for years so i assume it to be the case.
