Just to piggy back. I'm in the 4th year of my dynasty. The post above sum it up perfectly as far as I can tell. It just lowers or raises their ratings. No effect on progression, a 5 star bust will still progress like a 5 star while a 2 star gem will still progress like a 2 star.
