Tuner vs. Patch

A few years back, EA and the NCAA staff made a big deal about the inclusion of tuners to the NCAA Series. I believe they were a big success in NHL and allowed items to be fixed quickly as opposed to waiting on a patch.

But it seems that with NCAA, we get very few tuners (2-3 last year?) and that we still rely on patches rather than a continual stream via tuner. Is there a reason for this

(The snark answer is because tuners break more than they fix, but I'm asking for any serious answers)

I could be wrong, but a patch is a way to change the AI in a game while a tuner is just used to scale up/down on certain aspect of the game.
