This has probably been discussed before, but what exactly does the recruiting difficulty affect (specifically for NCAA 12, as I don't own 13)?

Is All-American fine for it to be set to? I don't want it to be overly difficult for smaller schools to land any big-time recruits every now and then.

When at small schools, I always found it very hard to land big recruits when the setting was set at All American. I would get into the Top 3 but always get beat out. It's realistic....just wish I could land them every now and then. Now....if you start winning and be successful, it won't be as hard as when you first start. But I'm never at a small school long enough. ha
