The three in my area didn't have one because there wasn't enough preorders. Since I get off work at 11:30 I just went to Wal-Mart and waited until 12:01. There were 2 other guys ahead of me.

It is determined by the pre orders at the particular store... The number changes per game and per store but I worked at a gamestop years ago and we had a flat number of 100 preorders... If we hit that mark it would be a midnight release...
