It's not impossible, but the amount of times it happens is a bit overkill.

I tried a hurdle move with a TE, CLEARLY hit the floor, but no whistle ruled me down, so I got a few more yards.

Unlike real life though (in the Dyer video) the defense doesn't automatically stop. Defense kept coming after me until the whistle went off.

To say that it's not an issue is ridiculous.
As others have stated, these are two completely different things that are not related.

The "Pdowski" Glitch has a player that is on his back magically show up standing straight up and down.

This "non-glitch" has the player actually trying to get back up off of the bodies realistically.
