In my Dynasty, I noticed a place for promises like last years game. However I have not had the option to make keep or break promises. did this option get half left out?

The computer does it.

The only thing you can do, at least from what I've seen, is schedule visits.

Promises are for offseason use only. You promise the player a certain thing and must make good.

I get that, it made since when we had to add promises in the phone calls of years past. but this year it seems to be out of place as I have no promises to make when using a pool of points.

It is only for players leaving early or transferring. It has nothing to do with recruiting this year.

That would be why I assumed it wasn't in the game at all, because my first year, I had no players leave early or transfer.
