How does Letter of Intent's "Steal a prospect" work?

Part of the recruiting tree skill "Letter of Intent" is that you have a 5/15/20% "chance you will steal a prospect from their top school." How does this work? I've done experiments with it and wasn't able to figure it out.

Does "their top school" refer to before or after you recruit? Does it work if I'm in 1st place, but fall to 2nd after all teams use their recruiting points? Or is it only for recruits that don't have me in 1st prior to spending points?

Do I need to spend points on the recruit to have a chance to steal him?

Do I need to be within a certain # of points to get to steal him?

I know there's a "Steal a Prospect" recruiting goal to see how many you've stolen (0 for me so far). Is there a way to tell from your recruiting board which recruits were stolen from other teams (or which ones were stolen from you)?

I just stole 1 recruit (and only 1 so it's my only data point).

Here are the details:
  • Recruit was on my board
  • Had a scholly offered
  • I trailed on him by 615 points
  • Every school was deep in the red for interest (IE. no one spent any time on him during the season)
  • Spent 0 points on him during the offseason
  • Stole him and signed him with a lead of 120.
  • It doesn't look like anyone spent any points on him in the offseason either, but it's tough to tell as I only have the interest bars to go by

I asked this a year and a half ago and didn't even get 1 response (other than my own ), so I wouldn't hold your breath.

I don't know this even existed - although I wonder if it comes into play under this scenario which I seen a few times.

Before a visit to my campus say in week 13 or 14, I am 600 or 700 points behind. Even with a good visit, I should only be +300 or +400. Instead he commits to me. I've also seen it the other way - in which I have led by 600 or 700, the recruit visits another campus and I lose him.

Other than that, I can't think of how this might work.

Letter of Intent works solely w/ offseason recruiting.

I scarcely have a hard time getting 25 recruits before offseason, so I've never had to use this.
