Do you stutterers have the game installed on your HDD?

Happens to me on 360. Plus, every 3 games, I have to clear my system cache because the stutter gets too bad.

I have a PS3 and it happens to me. Mine goes a bit longer than .1 second. Plus the sound cuts out for a bit for me too. But I also heard from friends this happens on the 360 too, even when it's installed on the HDD
