well.....maybe the ratings system changed a little this year
in 2004, a 99 speed was like a 4.16 40
maybe this years 95 is a 4.16, and 96-99 is faster than that,
making it very rare(if not impossible) to recruit someone that fast since people just don't go that fast.
but of course i'm probably way off course here.
